Shaanxi Province, Rural Road Construction Funding Policy Research

As the development infrastructure of the rural economic, rural road has become one of the focal issues concerned by the community with the respect to "three agricultural" issues. And the shortage of funds particularly in underdeveloped rural areas is one of the main obstacles in the development stagnation of rural road. Shaanxi Province is a gateway in the western region, but the development of rural road far from the demands of economic development. Therefore, in order to achieve the goal of catching up with developed regions in the near future, correct funding policy of rural road is one of the conditions.At first I analyzed the characteristics present of rural road and funds policy in Shaanxi Province in the article. I pointed the problems existed in funding policy in the rural road construction in Shaanxi Province, such as lack of stable sources, the use of irregular, and so on. Then I analyzed the corpuses and objectives of funding polices of rural road in Shaanxi Province. I pointed the basic and specific principles should be followed during the establishing of funding policy of rural road in Shaanxi Province. Then I analyzed advanced funds policy used in rural road construction in developed countries and regions. I thought these advanced funding policies might make formulation guidance on funding policy of rural road to Shaanxi Province. In the last part of the article I put the idea that the funding policy of rural road should be made from the way of expanding financing channels, strengthening conservation, fund of supervision and developing county economic, and so on. The aim is to promote sustainable development of rural roads in Shaanxi Province.Based on the analysis of the characteristics rural road present in Shaanxi Province I systematic exposed the funding policy of rural road in Shaanxi Province In the article. At last I put my suggestions on the establishing of rural roads funding policies in Shaanxi Province. I wish the suggestions could offer some experience during making construction funds policy of rural road in Shaanxi Province.
