The electricity market of east China and northeast have already been established.In the process of mechanism reform from planned to market, the electricity price is a key facter of power industry reformation,which also can be looked as a lever balancing the benefits of several aspects,and makes the mechanism of electricity price reasonable.With the development of electricity power industry reformation and the foundation of electricity market, the present mode of price forming is found some problem.Transmission plays a great role in the power market which links power generation, transmission and usage.In the past, the powe netwoks developed slower than power plants in China,.various policies mainly incite generate electricity which pack the machine capacity,paying less attention to the transmission.China had not established its mechanism of transmission electricity price.This research based on the basic theories of economics ,adopting the resultments of research and power price methods of abroad, according to the current situation of electric power reformation in China, tries to set up the forming mechanism of transmission electricity price that is needed by reform development and market competition.The research is based on sufficient theoretical and positive analysis.Based on the theory of market price.Firstly,this research analyses the current transmission electricity price mechanism in our country. Then it puts forward the existing problem and analyses the reason. The research indicates that, along with the reformation of the electric power industry.It is the general trend to establish a forming mechanism for transmission electricity price which accords with the law of power industry reformation.Based on the theory of spontaneously monopoly,The research indicates that,the reason for regulation in sectors of power networks lie in the typical quality of natural monopoly,The regulation over price is the essence of government regulation.The two commonly used methods for regulation in power market, namely the rate-return regulation and the performance-based regulation,were introduced,Detailed comparative analysis was conducted on the two regulation methods.suggestions on the application field were put forward.The research indicates that,the application of the two models is localized because of the non-mature power market, the price-cap regulationis fitted for mature power market,at the beginning of power market, the forming mechanism of electricity price adopts the the rate-return regulation model,as the district power market growing up,price-cap and revenue-cap regulation models will be adopted rationally.And then, the research introduces the forming mechanism and theory of electricity price in several successful foreign electricity market, analyses the transmission electricity price mechanism in our country taken as tentative project in east China.According to our electric power reformation followed the gradually mode of the reformation of the economic mechanism, this research proposed a project that fit for the reformation of transmitting management.Considering the spontaneously monopoly characteristic of transmission and distribution,In advance of reformation, the mechanisms adopts "two part electricity price system"model...
