The rural credit agency is the important part of our country' s cooperative finance, and has contributed much to the rural economic development. For a long time, our country' s rural credit agency did its work under the leadership or supervision of our central or local government or our country' s banks, so it has already been out of its correct track , as a result of unclear property rights, unreasonable corporative administrative structures and being controlled by outsiders and insiders. In order to maximize their profits, the rural credit agencies invested much of their money to cities or other places, causing obviously less support to the countryside, agriculture and farmers. After the reform and opening up, with the setting up of our country' s market economy, the rural economy develops rapidly. However, due to the high cost of small loans, state-owned commercial banks retreated from the rural areas below counties, resulting an absence of financial in the countryside. For this, in 2003 the State Council of China enacted 《The Exploratory Plan of Deepening The Rural Credit Cooperative Reform》 , and a new round of reform of the rural credit agency in china with property rights as centre began. The paper try to analyze the gains and losses of our country' s new round of reform of the rural credit agencies, and think of it deeply, and offer his own suggestions, through the retrospect of its over 50 years of trials and hardships, and the description of the development forms and features in foreign countries' cooperative finance.The paper consists five parts. Part one: Introduction, mainly deals with the background, the main content and the major points. Part two: The development course of our country' s rural credit agency , looking back various stages of our country' s rural credit agency, we can learn some lessons in the following reforms.
