Knowledge-Intensive Business Services (KIBS) take an increasingly important role in every country or region. The year of 2006 is the last year of the period of transitional in China's entry into the WTO. It is a matter of significance to study Jiangsu's KIBS' development and its causation in the frame of the WTO after China's entry into it. Studying in this field will be helpful for Jiangsu's future economy development. Based on working over the Jiangsu's KIBS' development, opening and several concrete industries in detail, this paper finds that the increasing ratio of Jiangsu's KIBS is not steady despite its gross amount increase after China's entry into the WTO. This paper analyzes the problem both in qualitative and quantitative method. The result reveals that Jiangsu's KIBS' development was driven by Jiangsu's secondary industry and its resident disposable income instead of its KIBS' increasing competitiveness. At last the paper gives pertinent suggestion according the above analysis.
