Development of e-finance is a profound revolution in the history of finance around the world, which is a trend as well. It is necessary for me to realize the change of e-finance wholly, in order that I can always fallow the trend. After that I know the kind of risk, the character and bad effects of risk. It is the main background and reason for such essay.The paper, about 30,000 characters, is divided into three parts. The first part is mainly about the background and reason of e-finance risk. Being compared with traditional finance, e-finance includes three kinds, e banking, e-bond and e-insurance. Among which, e-bank plays an utterly important role, and the risk of three operation have a great many commons as well. So, I focus on e-bank, and then expand to the whole e-finance. In this part, it analyses the kind of e-financing risk basically, and explains the reason of risk greatly so that it lays the ground for the administration. The second part is about the administration of e-finance. The administrative gist and models of e-finance differs from that of traditional finance due to different operational mechanism and environment. For e-finance, the importance of outer has been over than failure of market for the sake of information asymmetry, which is chief reason for taking administration on e-finance. Meanwhile, there also exist some problems needing to resolve. And many changes turn up in the administration because the risk of e-finance is different from that of traditional finance. The third part is about the administration of e-finance by banking committee.In June of 1996, the Bank of China took the lead in establishing websites in China (except in Hong Kong area), raising the curtain of our banking's offering of e-bank services. Compared with banking in United States, which presented e-banking in October, 1995, it seems that we did not fall behind. However, because of our weak base, compared with those developed countries in Euro-American areas, our developing speed still seems rather low. Similar to the development of e-banks, the supervision of e-banks has been in a searching stage, without constructing a complete system and framework. Objectively speaking, to develop e-banks means a good opportunity for our Chinese banks to achieve "leaping mode" development, so as to catch up with the high level of those banks in developed countries. But whether our banks can leap over such a "numeral gap", and realize banking reformation are a quite arduous task, as well as a huge challenge to the supervised capability of the People's Bank of China.
