Development is an eternal subject of the humankind. Because of the rapid economy development, resource and environment are over-used and destroyed in the past several centuries. The pressure of the environment becomes heavier and heavier. The humankind is troubled seriously by a series of environmental problems, such as air pollution, ozonosphere destruction, glasshouse effect, acid rain, water pollution, land pollution and soil erosion and so on. All of these will stop our economy developing. There are two choices, one is to consume natural resources unrestrictedly, and another is to protecting environment and realizing sustainable development by using natural resources scientifically. Obviously, we should choose the latter one only. It is necessary for the whole world to let the economy and environment develop harmoniously, and carry out the strategy of sustainable development.Our country is a developing country. We mainly depend on a great deal of resource to develop our economy and society, which is unfit for the rule of the sustainable development. It is an urgent problem to develop the economy as well as protect the environment.Nowadays, there are two ways to protect the environment effectively. The first one is an administrative one; the second one is a market one. I think the environmental protection should depend on the administrative way, not only the system of market, because it is a public product.
