Research On Coordination & Regulation Of Electricity-Economy-Environment

This paper analyses the relations in electricity-environment-economysystem, gives a review and evaluation to the affection of the electric industryto the environment and analyses the environment protection behavior and thegovernment's behavior of environment supervision. The main work andinnovations are as follows:(1) This paper sets up the model of association degree ofelectricity-economy-environment system, establishes the index system ofmacro-economy evaluation and micro-economy evaluation. It also sets up aevaluation model of triangle fuzzy number according to the character of theharmonious assessment of this system,(2) It sets up the shadow price model, human capital model and opportunitycost model of environment cost of the power company and points out theproblems existed in the three models, then puts forward a disassembledmethod to calculate the affection of the electricity generation to theenvironment. This is a simple and flexible method.(3) Using the game analysis, it puts forward a model of environment tax and adistribution project of pollution permit in the two-electricity-company-competition mode based on the utility theory. Since there are contradictionsbetween the economy aims and the environment aims, the establishment ofenvironment tax in the multiple aims system relies on the degree to which thedecision-makers prefer to the economy aims or the environment aims.(4) It sets up electricity market competition model based on the harmoniousdevelopment of electricity-economy-environment system. The environmentpolicy could influence the economy strategy of the power company, especiallythe price. The pollution control will increase the electricity cost of the powercompany and consequently increase the quoted price of the company. In themode of present electricity bid, the enterprises have no motive to strengthenthe control of pollution. However, if the factor of environment is taken intothe bid mode, the enterprises will be urged to improve the level and efficiencyof pollution control.(5) It takes research on the conditions that encourage the power company tochoose less polluted processed mineral fuel in the present electricity bidmode.(6) In order to ensure the sustainable development of the electricity andpromote the coordination among electricity development, economy systemand environment system, this paper puts forward some views such as greenelectric power price.
