Construction Engineering Design Phase Value Management Studies

Now the traditional design management in China construction only lays great emphasis on design review, the method designs at first, then do the design review .In the course, persons do design review without the client system . However, the new management method conforms to the client system that is ascertained in design and construction and makes client the most value.The Royal Institution of Chartered Surveyors (RICS) has carried out the research on value management for many years from 1980 and they have developed the theory of value management, emphasizing implementing value management holisticly and ascertaining client value system. The benefits of the value management implementation prove that value management is an effective method to improve the above-mentioned problems. The author of this paper does the systemic research on value management in UK and puts forward the theory and methods of carrying out value management in China and develops the value management on the basis of the theory in UK in order to provide mainland professionals a reference.Unfortunately, value management is also a new concept to professionals for China. Because nobody does any research on value management, there are few books and papers in China, which makes me being very difficult in researching value management in design phrase. As a result, author cites the reviews of some academicians about major project designs in Beijing, such as the Olympic projects. The author analyzes these reviews and comes to the problems of major projects in China and the means how to settle these problems.There are three parts in this paper:(1) The first part analyzes the basic idea of the value management, including definition of value management, terms, client value systems, and so on..(2) The second part analyzes the implementation process of the value management, expatiating on design-build and process and methods of carrying out value management at design stage.
