Firstly, it summarizes advantages of scope of works list valuation model, and analyzes composition of tender offer system for international oil well drilling engineering. Then according to the feature of uncertainty of cost, it studies the scientific model to judge if quotation is less than cost. Finally, it works out a computer aided system for international drilling engineering quotation system by utilizing computer aided techniques. The analysis of living example indicates that this tender offer model is simple to calculate and clear in process which plays active roles to decrease subjectivity and increase objectivity during bidding.Main achievements of this paper are as following:1.
