Migrant Workers' Social Security Research

Since the beginning of reform and opening up, especially since the 1990s, more and more farmers began entering in cities to form a large-scale group of urban farmer workers, and are becoming the leading industrial workers, who make an important contribution for the resolution of the "three agricultural issues" and the economic development of towns. The socio-economic structure of China's urban and rural division binary dicides that China's social security system is binary. The urban peasants workers' identity makes them exclude from the urban social security system.The legitimate rights and interests of farmers are not guaranteed, particularly the social security rights of farmers have almost lost because of the institutional factor and the factor of government operations;There are also some subjective reasons and some objective reasons. This is not conducive to our development requirements for a socialist harmonious society. So the establishment of the social security system for peasant workers is necessary.Through the comprision of foreign social security system existing models, we can get some useful enlightenments for the building of the social security system for peasant workers. At present the measures that the farmers join in the urban social security system or the social security system in rural areas are infeasible.At the base of the provincial social security building practices, this paper proposes to establish a transition-type of the social security system for peasant workers, adhering to the principles of the low payment rates and the wide coverage. According to the extent of the demand for the social security items, the government should gradually establish a social security system suitable for fanners.The paper is divided into four chapters. The first chapter is prolegomenon about this paper background and the current status of the research.
