Urbanization in China is the only way for the development of economic globalization andagricultural modernization. Urbanization also means citizenization, and need to ensure that ruralpopulation is transferred effectively. The "Twelfth Five-Year Plan" pointed out that we should makegood preparation for urbanization. Influenced by urban and rural dual structure, the householdregistration system and other factors, the transfer channel is not quite smooth. Most farmers turnedout to be peasant workers first, then to be citizens.Therefore, peasant workers is an special group in the construction of citizenization inChina.Peasant workers should have the same right as people live in the city while they have made atremendous contribution to the city. However the citizenization of peasant workers has manyproblems, involving land, household registration, labor, finance, public service, rights protection andother aspects.The problem of social security for peasant workers must be resolved urgently. Social securityincludes social insurance, welfare of education and housing, social assistance and so on. Socialsecurity system is directly related to the success of the citizenization for peasant workers. However,current system of social security still exist problems such as insufficiency supply, inadequateprotection, and unwillingness. The right of social security for peasant workers is infringed, andblocks the citizenization of peasant workers.In recent years, Zhejiang province has made a lot of achievements in the process of newurbanization path, such as the raise of urban and rural dweller income, the equalization of basicpublic services. The urbanization rate of Zhejiang reached61.6%in2010.In order to attract andretain peasant workers, government have made many efforts especially in social security. This paperanalyses social security situation of peasant workers in the process of citizenization of ZhejiangProvince, and summarizes the influencing factors. Through the comparison of experience at homeand abroad, the article puts forward some suggestions.The first chapter introduces the research background and significance. The related researchabout social security in the process of citizenization of peasant workers at home and abroad issummarized, as well as the research methods and ideas. The second chapter mainly demonstrates therole that social security income played in the citizenization of peasant workers. In addition to thepublic social cost, peasant workers are more concerned about the costs and the benefits fromurbanization. To utilize the theory of cost and income from Schultz, this article takes social securityincome as an important factor, and considers it in the process of citizenization of peasant workers.This paper demonstrates that social security benefit has become one of the key factors for peasant workers to consider. The perfect social security system is the important for citizenization of peasantworkers. In the third chapter, this paper introduced the development of social security policy inZhejiang province. After the analysis, the article shows that the social security problems of peasantworkers and summarize restricting factors. The fourth chapter introduces the background andexperience of citizenization at home and abroad. The last chapter mainly puts forward suggestionson social security for peasant workers.
