Highway Fees

The paper arranged around three problems: the forming mechanism of expressway tolling rate; the determination of expressway tolling rate and the adjustment of expressway tolling rate. Firstly, using price theory, based on probing necessity of the tolling, elaborated and analyzed the forming mechanism of expressway's property, the value's determination of expressway's operation right, the forming mechanism of expressway tolling rate and some problems exist in it, proposed some suggestions; Secondly, using mainly price determination methods in road economic theory, put forward the cost guiding method for determination expressway tolling rate and the basic model of the cost guiding method; analyzed it's characteristics, detailedly introduced each parameters of this model; Thirdly, elaborated the current adjustment policy of expressway tolling rate, put forward some problems should be pay attention to in the adjustment of expressway tolling rate under the cost guiding method; Finally, analyzed some flaws of using cost guiding method to determine the expressway tolling rate, put forward some suggestions perfected further.
