Shandong Province Agricultural Insurance Business Model Study

Agricultural insurance is not only an important constituent in the agriculture safeguard system, but has become one of main non- price agriculture protection tools in many countries. Our country also realizes the importance of establishing policy agricultural insurance system through more than 20 years agricultural insurance experiment. 9 provinces and cities have started the policy agricultural insurance experiment from 2004. Shandong as a big agricultural province urgently needs an effective safeguard mechanism against natural disasters that create big loses to agriculture production every year. But agricultural insurance as the most efficient measure to reduce and disperser loses shrinks continuously in Shandong, the premium income of agricultural insurance reducing from 67.6 million Yuan in 1992 to 5.7 million Yuan in 2004, witch can hardly meet agriculture development. Facing the new situation of agricultural insurance home and abroad, how to start policy agricultural insurance experiment and erect an efficient agricultural insurance mechanism is an important innovate work for the government.This dissertation takes the agricultural insurance patterns as research subject, and unifies methods such as empirical and normative analysis, qualitative and quantitative analysis, static and dynamic analysis, aiming at establishing an agricultural insurance mechanism that conforms to Shandong Province's agriculture development. Based on the deep analysis of the current agricultural insurance development in Shandong, and successful experience of agricultural insurance development in domestic and foreign countries, this paper analyzes five patterns that Chinese Insurance surveillance committee proposed, and draws a conclusion that Shandong should choose the local government leading, commercial insurance company managing, multi-channels supporting policy agricultural insurance pattern at present. This pattern is neither complete policy pattern or full market-oriented pattern, nor simple mixture of pure commercial business and government-sponsored agricultural insurance system, but is the integration of government and market in the agricultural insurance business.
