The research purpose is how to agricultural insurance in socialist market economy condition, make the agricultural insurance accord with economic development regularity and comply with the farmers mass scattered agricultural risk need. This article through economic analysis method demonstrates agricultural insurance attributes are quasi-public goods, puts forward the agricultural insurance policy implementation of necessity. By comparing with the domestic and foreign successful experience of the policy-oriented agricultural insurance is proposed, based on the practice in the policy-oriented agricultural insurance pattern design, agricultural reinsurance system construction scheme, government subsidy policy making and insurance company management technology improving methods.
