Market and government attract more attention as methods of collocating resource in traditional theories, it looks like that they are the only methods of resource collocation. In fact, there is a third sector with comparative scale even in those countries with most perfect market or most planned economy. Taking the USA for example, the capital used by the third sector is about 7% to 8% of GDP per year, calculating the labor of volunteers, the rate would be higher, even being 10%. According to the first general investigation of Chinese economy, the present GDP is 15987.8 billions yuan in 2004, if the proportion of third sector to GDP can arrive the level of the USA, Chinese third sector would support service valuing about 1600 billions yuan the whole year, it is about 56.1% of the fiscal outcome of central government. Thusness, lots of social problem would not be delayed for short of money. So the third sector is very important and significative in founding market economy of socialism.Most of existing documents just expatiate the third sector and the social welfare system solely, the combination of the two-part study is not much, nor in-depth, and specialized literature from the perspective of the third sector research on social welfare is less. To study the effects of the third sector for social welfare as an opportunity, we can take the research from the third sector to other areas of public goods, to study the third sector in the provision of other public goods effects and feasibility of laying a foundation.According to the existing documents, we expatiate the concept of the third sector and social welfare, and the relationship between impact factors, then forecasting the policy recommendations of promoting china's third sector development and social welfare by using more analytical methods and making use of international experience.
