Research On The Welfare Effect On Ecological Capital Operation Of Agriculture

How to realize the green and high-quality development of agriculture,and improve the happiness and acquisition of farmers has become the necessities of agricultural and rural development in the new era with the presence of theory of "two mountains" and the development of the strategy of ecological revitalization in rural areas.The purpose of ecological capital operation of agriculture is to enhance the use value of agricultural ecological capital,to coordinate the scientific operation of agricultural ecological capital and others,and to promote the sustainable development of agriculture.Under the principle of non-reduction on stock of agricultural ecological capital,managing agricultural ecologicaleconomic system scientifically through capital accumulation of agricultural ecological,transformation and ways of regulation is in the topic of implementing the strategy of rural ecological revitalization.How to coordinate further relationship between agricultural ecological capital and rural households' welfare in the development of ecological capital operation of agriculture is an important problem that needs to be expanded.Therefore,study the influence of agricultural ecological capital operation on the welfare of farmers is of important theoretical and practical significance.The paper takes the welfare effect of agricultural ecological capital as the topic of study,which is based on the important project of National and Social Science Fund named "the Construction and Research on the Policy System of Capital Market of Natural Resource in China"(number of project is15AZD062),and "the Research on the Benefit Poverty Effect of Agricultural Ecological Capital Operation and its Coordination Mechanism with Targeted Poverty Alleviation"(number of project is 71673302)and "Research on Investment Performance Evaluation and Investment Model Innovation of Ecological Capital in Rural Revitalization"(number of project is71804196)by the general project of National Natural Science Foundation of China.Firstly,the literature research method is used to sort out the relevant results of study,and then combination of the methods of comparative analysis and normative analysis,qualitative analysis and quantitative analysis are used to systematically analyze the mechanism of the welfare effect of economy,ecology and society produced by ecological capital operation of agriculture,and scientifically measure the economic,ecological and social benefits of ecological capital operation of agricultural.Meanwhile,the empirical research is used to further reveal the nature and operation law of the economic,ecological and social welfare effect of agricultural ecological capital operation,give full play to the function of ecological capital operation of agriculture,and to realize the strategy of rural revitalization with strong agriculture,rural beauty and rich farmers to provide certain theoretical basis and decision-making reference.Based on the systematic study above,the basic conclusions of the paper are as follows: first of all,the overall development of ecological capital operation of agriculture in China is on the rise,and has significant characteristics of space,and the evolution of its spatial characteristics presents the development trend of "agglomeration-disorder-dispersion".The comprehensive index of ecological capital operation of agriculture in China rose from 0.10 in 1998 to 0.38 in 2017 from the perspective of time dimension,which shows an the trend of growth in a whole;The Moran's I index of ecological capital operation of agriculture from 1998 to 2017 turned from positive to negative and from spatial agglomeration to spatial dispersion from the perspective of spatial characteristics.Secondly,the economic welfare effect on ecological capital operation of agriculture has three parts: including flow effect of factor,increase effect of investment and growth effect of economy,the flow effect of factor and growth effect of economy pass the empirical test among of which.The direct effect coefficients of ecological capital operation of agriculture on factor flow,investment increase and effect of economic growth are 0.0521,-0.105 and 0.00689 respectively,and the indirect effect coefficients are 0.0284,0.0993 and 0.0356 respectively.The effect of investment increase caused by the factor's price advantage of ecological resource expected by theory combined with the coefficient symbol and significance testing,ecological capital operation of agriculture can directly or indirectly produce the effect of factor flow and economic growth.The whole improvement of ecological capital operation of agricultural level can improve the economic welfare level of local and neighboring farmers.Thirdly,the ecological welfare effect of ecological capital operation of agriculture has three parts: including effect of stock increase,effect of environmental improvement and effect of utility improvement,effect of spatial spillover is greater than direct effect.The direct influence coefficients of ecological capital operation of agriculture on stock increase,environmental improvement and utility enhancement are-0.0620,0.0119 and 0.445 respectively,and the indirect influence coefficients are 0.288,0.145 and-0.192 respectively.Effect of stock increase expected in a theoretical way shouldn't be consistent with the expected hypothesis in the direct effect combined with the coefficient symbol and significance testing.On a whole,the ecological capital operation of agricultural level can improve the ecological welfare level of local and neighboring farmers.Finally,the social welfare effect of ecological capital operation of agriculture is composed of effect endowment regulation,effect of income distribution and effect of risk prevention.Among of which,effect of endowment regulation is in doubt,and effect of the income distribution and prevention have passed the empirical test.The direct influence coefficients of ecological capital operation of agriculture on endowment regulation,income distribution and effect of risk prevention are 0.0408,0.0568 and 0.294 respectively,and the indirect influence coefficients are 0.288,0.145 and-0.192 respectively.Combined with the coefficient symbol and significance testing,the agricultural ecological capital operation can directly or indirectly produce income distribution and risk prevention effect,but can't produce effect of endowment regulation,Further study found that urbanization can effectively improve the level of farmers' endowment.On the whole,the improvement of ecological capital operation of agricultural level can improve the social welfare level of local and neighboring farmers.The following policy measures are proposed based on the conclusion of the study: the first one is to optimize the spatial distribution and give full play to the effect of spatial spillover of ecological capital operation of agriculture.The second one is to innovate the realization form of the value of agricultural ecological resources and improve the economic welfare effect of the operation of agricultural ecological capital.The third one is to improve the audit system for the agricultural departure of natural resources assets and enhance the ecological welfare effect of the operation of agricultural ecological capital.The last one is to explore the coordinated development path of agricultural ecological civilization and new urbanization construction,and improve the social welfare effect on ecological capital operation of agriculture.The paper has the following possible innovations based on previous studies:The first one is the innovation in content of study.It is found that the early research focuses on the theoretical exploration and mechanism construction of ecological capital operation of agriculture through literature review.A small number of studies have explored the relationship between the operation of agricultural ecological capital and the well-being of farmers in recent years.We didn't focus on the welfare subject,but adopted the comprehensive perspective of benefit in the process of discussing the operation benefit of agricultural ecological capital.The single operation mode of agricultural ecological capital is also used to measure in the quantitative analysis of the operation benefits of agricultural ecological capital,which is difficult to accurately evaluate the effect on ecological capital operation of agriculture on farmers' welfare.Based on this,a comprehensive evaluation criteria system of ecological capital operation of agriculture are formed from three dimensions of ecological capital accumulation of agriculture,transformation and regulation,and the effect of agricultural ecological capital operation on farmers' welfare is systematically explored,which has innovative in content of research.The second one is the innovation in perspective of research.Improving the farmers' acquisition and happiness is the fundamental goal of agricultural and rural development.However,most of the existing literature only consider the economic welfare and social security of the income dimension,but ignore the ecological welfare dimension on the problems of farms' welfare.Based on this,the paper starts from the connotation of welfare,integrates the ecological welfare into the welfare framework of farmers on the basis of the summary and quantitative analysis of the economic and social welfare of farmers.And the paper makes a theoretical explanation and empirical testing on the mechanism of ecological capital operation of agriculture on the economic,ecological and social welfare of farmers,which has innovative in research perspective to a certain content.The third one is the innovation in research methods.From the macro level,the existing literature lacks the description of the spatial characteristics on operation of agricultural ecological capital and the analysis of its effect on farmers' welfare.The economic welfare,ecological welfare and social welfare effects of agricultural ecological capital operation are empirically tested based on the spatial analysis by building a spatial econometric model,which is creative in research methods.
