The Multiple Dynamic Supply Of Social Welfare And The Role Of Government

On the end of the Second World War, the British Labor Party began to explore the welfare state model of social welfare system according to Pigou’s welfare economics theory and the Beveridge report. Social welfare has entered a new stage of development. Social welfare plays an important role as an important part of the national security system. The development of capitalist country economy into "stagflation" period in the 1970s; The welfare states were facing crisis. Academic discussion on the welfare state was more enthusiastic; Sociology scholar proposed welfare pluralism, social welfare; economists to Mrs. Ostrom as the representative of the new institutionalism school put forward the theory of polycentric governance to seek the welfare state crisis and through a variety of ways to solve.In this paper, combined with the classical theory of public goods and social welfare pluralism, using of literature analysis and historical analysis, the paper proves the quasi-public goods attribute of social welfare first of all; and analyses the supply of social welfare based on the multiple supply public goods; Then, through the analysis of the main supply of social welfare development of the welfare state in the government, market, charitable organizations, the church, has proved that social welfare supply multiple facts; and the main supply of social welfare development in the welfare state cause a question about the choice and change of multi-subject:how to choose the main supply? How is the relationship between them? For this, this paper absorbs the polycentric governance theory, summarizes the principles according to supplier’s choice of changes in demand and system changes, changes in the nature of public goods from the perspective of the people, equity and efficiency of public goods. The paper continues to analyze the supply of the entire main supply boundary and the way to determine the main multiple supply of social welfare based on the choice of the main supply; The last chapter of this paper analyses the contradiction between the existence of competition, cooperation between multiple subjects from a development perspective, and then established the role of the government in social welfare pluralism in the supply of supervision, regulation; IT plays regulation and coordination roles.
