The existence of quota system in International Trade makes certain of products' export limitation become shared resources which can be sheared by all of the export enterprises in the same industry of export country. Owing to two special characters of shared resources' consumption, rivalrousness and repellency, shared resource are usually excessively occupied and used. The excess occupancy can lead to failed collective action. Individual heterogeneity can influence on individual choice in collective action, so the thesis focus on export enterprises which exist individual heterogeneity how to deal with "free riding" problem through organizing successful and effective collective action, and based on "common goods personal supply model", thesis founds one individual enterprise heterogeneity model to observe the export enterprise heterogeneity how to affect collective action in anti-dumping litigation. Finally, through analyzing several successful or failed anti-dumping collective litigation cases, thesis validates the conclusion which has been drew in the model.
