Since joining theWTO,China's foreign trade has grown substantially continuously, and in 2013 it surpassed the United States to become the largest country in the trade of goods. At the same time, with the rapid growth of foreign trade, many industries in China are also facing challenges. As of the end of2015,China has suffered a large number ofanti-dumping complaints against domestic enterprises in the“going out”aspect, witha totalof1,314 cases.Intermsofthe“introduction”ofthedomesticmarket,China has also implemented nearly 232 anti-dumping actions against other countries, which has had a profound impact on China's economic and social fields. Therefore,it is of great significance to thoroughly study China's foreign anti-dumping.However,the existing research mainly focuses on the economic effects of China's foreign anti-dumping and its impact on related products. However, there is no literature on the research on the impact of China's foreign anti-dumping on the domestic consumer's individual interests. This paper attempts to proceed from this aspect.Research to complement existing research. This paper mainly uses qualitative and quantitative research methods, mainly from the following aspects to study the impact of China's foreign anti-dumping on the domestic consumer's individual interests.First of all,it sorts out the relevant literature on China's foreign anti-dumping and absorbs relevant ideas: “The intermediate products involved continue to have an impact on the downstream along the industrial chain. This influence is mainly transmitted through price channels and acts as a mediator variable.Out of the consumer's individual interest measurement method." Secondly,it analyzes the development and current situation of China's foreign anti-dumping from the product level and regional level.Thirdly,on the basis of relevant theories, the paper analyzes the price transfer of anti-dumping tariffs affecting the individual interests of consumers with the data of national household consumption expenditure(UHS)from 2000 to 2007 and the data of China's foreign anti-dumping products from 2000 to 2007.Mediation effect. Finally,on this basis, the changes in the individual interestsofconsumers arefurthermeasured. After analysis, this paper can draw the following conclusions: First,China's foreign anti-dumping mainly affects the domestic consumer's individual interests through the imposition of anti-dumping tariffs. There is a priceintermediary effect in this mechanism. On the one hand,anti-dumping tariffs will directly increase the import prices of intermediate goods involved, and then pass through the industrial chain, thereby increasing the price of consumer goods, thereby affecting the individual interests of consumers. On the other hand, the imposition of anti-dumping duties reduces the quantity and type of imports of intermediate goods, weakens the competitive effect of domestic manufacturers, thereby raising the price index of intermediate goods, and ultimately the interests of consumers are impaired.Second, the paper validates the theoretical hypothesis part.First, the correlation analysis shows that the imposition of anti-dumping tariffs has increased the price of consumer goods, and the world price of intermediate goods is also proportional to the price of consumer goods, which is in line with reality.Afterwards, the mediation effect model of the price channel was verified by empirical analysis, whichfinally showed that the anti-dumping tax imposed on the consumer's individual interests through the price channel.Third, after we calculate the interests of consumers,China's foreign anti-dumping has affected domestic consumer interests to a certain extent. In the three years of 2001,2004 and 2005,the consumer interests were damaged compared with the previous year.In the four years of 2002,2003,2006 and 2007,the consumer interest increased compared with the previous year.However,anti-dumping behavior has damaged the interests of domestic consumers when anti-dumping measures are not implemented. At the same time, this paper gives theoretical analysis and empirical analysis, and puts forward several policy recommendations: First, focus on the public effect of foreign anti-dumping,second,actively expand the source countries and types of imports, and third, promote enterprises to increaseR&Dinvestmentandencourageinnovation.Participateinmarket competition.
