Nowadays IP enterprises are characteristic of both operation content and client tending to be consistent. Meanwhile competitive and changeful market brings enormous survival and developing pressure to telecom enterprise.The competition in new operation and management mode is the embodiment of telecom market competition. Telecom enterprises emphasize new market and new business for keeping former market and gaining new field. New technology is needed for offering new operation , integrating network and improving management .The stream collecting analysis and QoS( the quantity of service) are the technique hot nowadays and also the direction of the technique development. How to improve management ability is discussed and studied in the article. We hope to grasp the rule and specialty and find the feasible solution.The stream collecting technique is realized by IP message of 7 items. Concerning the QoS technique, the article introduces the mature model named DifferServ in which five techniques such as sniffer and etc. to control the IP network data stream. It is a trial that combining stream collecting analysis with QoS technique, hoping to promote IP enterprise' s management ability and service quality. Above all, the article offers the stream collecting and QoS model in which management ability and service quantity are two important elements and considered the horizontal and vertical coordinate in reference frame. According to the horizontal and vertical coordinate, the reference frame is divided into four situations and relative strategies in each situations are given. IP enterprise can select one from them after the analysis of inside and outside environment. Furthermore the article offers a successful case that verifies the validity of the model in practice.
