Logistics is the most important part of the modern enterprise management. It has become"the third source of the profit"in the modern enterprise management. The topic about how to reduce the cost of logistics is the pop topics because of the important position of the logistics. But now the main researches and applications are about the problems of vehicle scheduling which are called VRP traditionally (Vehicle Routing Problem). But the way which the drivers choose are mostly based on the drivers'experience which are not very exact, it makes the traffic cost are high most of which are not genuine need. With the logistics response which the customers require increasing, time factor can't be ignored any more. So the question about how to use time and cost factors to select the best way becomes a puzzle to the company. This research startups and goes along in this condition. Through the analyzing the research gives an efficient solution with the help of GIS theory.The purpose of this research is to select the best route with importing the theory of GIS (Geographic Information System), and considering the expedite traffic complexion, when the springboard and the end-point are sure. The research could provide a best route especially for the different industries and the different customers, and satisfying two requires in logistics which are reducing the cost and increasing the response. In this research, fist of all, analyze the process of selecting ways in detail after knew all of the cost in the traffic. Secondly, modeling for every conditions and give the especial solutions to satisfy the different needs after drawing out the main factor which influence the traffic cost. The third one, optimize the arithmetic of selecting way to increase the efficiency. The last, analyze and design the system which is called the best way selection system based on GIS.
