India's reform and openness has gained great success since twenty nintith. Besides, its economy had a speedy growth. This process had some likeness with Janpan in 60th, Korea in 70th and China in 80th. Among these countries, India has more similarities with China in the aspect of soverign area, population, and path of developement than with other countries.This paper retrospects the history of India's trade policy of mechandise. Before reforming, India continue to use the policy adopted early after its independence, that is, to emphasize on and give superiority to heave industry, to implement import-substitution strategy, to have control of production and market through licsence, and to limit FDI strictly while emphasizing on accumulation of its own capital. In the history, India adapted the policy according to the inland and oversea economic environment and the problems brought out in the process of reform while the total policy object staying still. Before the refom of 1991, due to seeing the the great change in Soviet Union and Eastern Europe as well as the great success of China's reform and openness, India commenced on deregulating. It encouraged development of private sector, and swiched to export-promoting stategy to join in the division of labour in the world positively. Though this change, India started to make medium-term and long-term trade policy of mechandise, and to respond to the change of international economic environment positively, then foster and take advantage of its own competitive advantage in order to promote India's economic developement.Today's India is still comparatively less developed, and its economic scale or status is still not comparable with developed countries. But India has great potential. It's policy will have great influence on its development speed.
