Chengdu Rural Specialized Cooperative Economic Organizations Research

With the development of more than 20 years, Chengdu Peasant' s Professional Cooperative Economy Organization has formed the development tendency that is formed by the professional association primarily, the specialized cooperative society and the joint stock system cooperative economy organization for auxiliary and presents from preliminary organizationform gradually to the senior organization form. In this article I utilize the management pattern and running mechanism of the three kinds of peasant' s professional cooperative economy organizations of Chengdu, using the cooperative economy theory, the organization theory and the system innovation theory. And also I point out the following questions, for example, the small organization scale, the weak economic potentiality, the low cooperation degree; the internal management system is not perfect, lacking the effective drive and restraint mechanism; the service level is low, truly enhancing peasant' s organization degree with difficulty. And also I analyze the restriction factors, such as, the agricultural production specialization and the commercialized degree are not high; the government behavior is not standard; the cooperative economy organization system of the community flaws; the peasant' s culture quality is low, and the cooperative opinion is weak; the related laws and regulations flaw, and so on, which affect Chengdu Peasant's Professional Cooperative Economy Organization. At last I propose the following countermeasure and suggestion, such as, establishing the perfect internal management system and the drive restraint mechanism of the peasant's professional cooperative economy organization; strengthening the government's instruction and support; further enhancing the specialization, the scale and the commercialized degree of the agricultural production; reforming the cooperative economy organization system of the community; speeding up the legislation of the peasant' s professional cooperative economy organization, and so on, which help to impel and consummate the peasant' sprofessional cooperative economy organization.
