Recent years, with the rapid development of free trade and globalization of world economy, international trade barriers are showing two new trends: tariff trade barriers shift to non-tariff barriers and technical barrier to trade (TBT) is becoming more and more important. TBT has become the main means of national trade protectionism and the advanced forms of trade barriers.Pesticide industry is a special industry though it is very small. That is because pesticides is the essential agriculture production means and is closely related to people's daily life. Most of the countries in the world have adopted strict measures to regulate pesticide production, distribution and application. Pesticide international trade has been playing a very important role in the world's economic exchange.Pesticides are high-tech fine chemicals that may adversely impact the environment, ecology, and the health of human. Thus TBT has becoming ever increasingly important role in the international trade of pesticides. Many countries, particularly those developed countries, making use of their advanced technologies, are placing more and more pertinent, flexible, extensive, and convert technical barriers in the international trade activities aiming at protecting their own interests or multi-national companies'interests.Chinese agrochemical has to aim at new markets such as EU, America, Australia and so on, with high TBT. Characters of TBT in these countries are high tech standard, complicated and cost and making based on their respect advantages, which makes it nearly impossible for Chinese agrochemicals'marketing and brand-building in these countries. Worse more, related TBT policies damage welfare of both importing and exporting countries. Worse still, this situation is becoming more and more serious.This paper is trying to put forward suggestions for government policies and individual companies'strategy choice based on analyzes of characteristics, influence and tendency of TBT of aim market.
