As population is growing and economic is developing, water resources is increasingly becoming a kind of strategic resource. Zhengzhou district is even severer with water resource crisis,because there are almost no ground water available at all, and no guarantee of water supply from Huanghe river, and much overuse of underground water. In order to settle the water crisis in Zhengzhou district, on one hand, in the long run, interbasin water transfer must be taken into consider, so as to seal the enlarging gap of water need; on the other hand, something must be done with the inside of the district, management should be enhanced to cut down waste and make the most of water resource. That is the fundamental method to settle the water crisis in Zhengzhou.GIS is a powerful and scientific tool for settling geometric problems. From the born of GIS in 60s last century to here, it is increasingly applied in diverse field of human production involving of spatial information, including water resource, and great performance is achieved. Thus, it is necessary and meaningful to manage water resource information in Zhengzhou district using GIS.WebGIS is the top among the various technologies of GIS, it is attributed for friend-going user-interface, simple construction of application, load balance and platform independence; while open-source software can help construction of WebGIS with data edition, map service, and data save, cutting down investment and being safe.How to build a WebGIS for Zhengzhou water resource is researched, and main technologies involved, the design of functions, and the process of utility of the designs is delivered.The information system for Zhengzhou water resource contains two kinds of functions:GIS and business. GIS functions include map view and spatial search, while business functions contain water resource quantity query, water quality query, water need and supply prediction query and system management. The model of building the system is adopting open-source database PostgreSQL enhanced with PostGIS to save data, adopting open-source map server Geoserver to provide map service, adopting open-source JavaScript library Openlayers to build the map client, and on the basis of these business logic is encoded with Java program language.As the the system's performance in the running time showed, when the compute scale is middle-sized or smaller, WebGIS based on open-source GIS platform is capable of meeting the demand of water resource information management with lower cost, and is worth a try on realization of GIS application.
