Urban area is a complex hug system constituted by interweaving population, economy, science-technology, culture subsystem; and also is an ever-evolving dynamic system. As the basic unit of urban agglomeration, the difference in the speed of urban area development influence the entire urban agglomeration system scale, so, to research into the impact of effect of the different urban development in urban agglomeration is the premise of optimizing the urban agglomeration scale.The dissertation is based on fractal theory application in the field of urban system, combined with the theory and research methods of the urban system scale and found the way to analyze the urban system scale use fractal theory, also with the help of Swarm simulation platform, achieve the simulation design for the development of Shaanxi Province urban system scale, and give a propose for the scale of Shaanxi Province development of urban system optimization.This paper firstly describes the fractal theory and complex adaptive system concepts , on this basis , leads to the fractals dimension and basic knowledge of the complex adaptive system base on Agent ; Secondly ,introduce the theory of urban system and build a linear model, use the number of non-agricultural population from 1999 to 2009 in Shaanxi Province to analyze the current situation of urban system development; Thirdly, design and implemented the simulation system based on the urban system of Shaanxi Province on Swarm simulation platform, analyze the result of simulation, give the conjecture of the effect of the urban system development ,confirm and analyze the conjecture by simulation, get the factor to impact the urban system scale development ,also get the optimization program for Shaanxi Province urban system development and give the enforceable policies and proposals .According to the result of simulation, it shows that the development of small and medium scale cities is too slow, the difference of population distribution is large and have increasing trends. So, in order to make the Shaanxi Province system optimality, Accelerate the development of the small and medium scale cities is particularly important.This thesis is based on Social Science Foundation of Shaanxi Province"Economic Structure counties in Shaanxi Province Empirical Study of Optimization and Integration".
