It takes much time to model and meshing the FEM model while engineers use the FEM to analyze the engineering problem. It's important to auto-meshing the FEM model by computer and CAE technology. At present, many large commercial FEM software could model and meshing, such as Ansys, Abaqus, MSC and so on. But almost they couldn't modify the mesh, especially in the condition of meshing special precision model or the complex structure. It needs one efficient system to solve these problems. With the wide range of application which the GIS technology is used in the hydro-engineering field, it has built many GIS databases based on the river basins. And also it is important to use the current information to build the FEM model. According to the information which user would use from the GIS database, it could build the FEM model, define the material, and force the load and boundary conditions. And then it could evaluate the safety and stability of the dam by the analyze results which provides the basis of safety operation of the dam and the reservoir management. So, it is very important to build the FEM Preprocessing System based on GIS.In this paper, it builds the FEM Preprocessing System based on GIS which combines the Finite Element Method theory, GIS, 3D graphic development technology and CAE technology. It discusses the key technologies and methods of FEM, which include the FEM modeling methods, common element types and shape functions, loads and boundary conditions and so on. And it also studys the 3D graphic design, the interaction between the FEM model and GIS data model, and the communication interfaces of CAD and ABAQUS and so on.
