The development of inland waterway transportation is imperative. China has entered a period of transformation of the domestic demand expansion, and the implementation effect of the policy of expanding domestic demand depends on the development of the central and western logistics industry, so we should focus on the development of the logistics to meet the expanding logistics demand caused by implementing the policy. The Yangtze River Channel is an important logistics channel to meet the development of the central and western area, while the waterway is the Yangtze golden waterway, which should be given priority to the development plan. And tapping the potential of Yangtze River waterway, rationally allocating infrastructure construction resources are crucial toenhance the capacity and service level of the Yangtze River transport comprehensive transportation channel. The development of inland waterwaytransportation is not only a response to expanding domestic logistics demand, but also bring out the cargo for Shanghai Port which facing internal and external challenge, and it can improve the service quality of Shanghai Portby easing the pressure on the transportation, ultimatelyaccelerate the construction of Shanghai international shipping center.The development of inland waterway transportation needs not only the investment onthe infrastructure, but also solving the problem of optimization and disposition of the resources. The purpose of this thesis is generally to meet the requirements of expanding domestic demand, optimize the allocation of the resources such as the ports in the Yangtze River region, and promote the further development of Shanghai Port. Designing and planning the distribution network and allocating the container distribution center are an excellent entry point for the development of inland waterway transportation. This thesis studies selecting the reasonable transit centers in the Yangtze River basin, as well aschoosing the right transportation way such as road or sea way, which are very important to reduce logistics costs and ease the congestion. Then this thesis presents a problem of the container distribution center optimization and disposition, and carries out numerical experiments to verify the feasibility of the model. Then in the context of Shanghai Port and the Yangtze River Basin, this thesis presents one-way linear distribution location problem based on economies of scale, and empirically analyze the model from location and coverage aspects.
