With the development of Web technology and IT technology, the applications of Geo-information from the one-way, static WebGIS applications have developed to the stage of resources free of intergration and dynamic aggregation of WebService times. The WebService technology of geographic information network service mode has break through the traditional service mode, it makes the traditional data-centralized storing and close-coupling system frames developed to data-distributed storing and loose-coupling system frames. WebService is becoming a popular information tool, more and more developers launch their spatial information service products. But the existing geo-informations system have their own systems, the integration and interoperability among them are very difficulty. So how to solve the distributed sharing and interoperability of multi-source data has became a common concerned problem in IT industry.As the basic of WebService communication protocol, SOAP acts an extremely important role in realizing the web service platform crossing and hardware-software crossing. The design idea of SOAP is through an existing standard and agreement to set up a simple extensible application framework.At first, paper first sum up the content and key technology of web service, and analysis the content of typical geo-information web service. Then it bring a design plan which has"data service layer- application logic layer -web service layer-expressing layer", and gives the detailed design for each layer. Next, under the support of NewMap Server platform, and based on the correlation OGC standard at the same time, this paper realizes the WPS system, and in"Digital LiaoCheng"has been applied to practical at last. In this system, the servers use the form of WebService to realize system's main functions, the clients use Flex language to build, and through SOAP agreement make the communication and interoperability between the servers and clients became true. The architecture of this system not only solves the distributed sharing and interoperability of multi-source data, but also more opening.
