With the emergence and continuous development of technical theory of digital city,various fields solve problems by means of digital ways increasingly, and it makes more and more cites manage themselves in a way of building three-dimensional models of the scene by the technology related to digital city. As for information society today especially, city plays an increasing important role in our daily life, hence it will be an important part that we should implement a city informationization.The scene of three-dimensional model is the basis of the construction of digital city. It is of great significance to the intuitive city management, management level improving and information construction strengthening.As for the actual situation of digital Kunming construction, the author adopts Skyline Series software as the platform for building a three-dimensional scene of digital Kunming. By mean of analyzing the model scene of different situations, we built the scene of terrain and feature model of the whole city and gave a unified description and expression of those two parts. Because the construction of three-dimensional scene is the core of all the digital Kunming, for a better expression of character and appearance of Kunming city, the author proposed a three-dimensional model building based on the3DSMAX and Google SketchUp software and effectively solved problems of model building refinement and excessive database. By taking advantages of the secondary development interface of Skyline series software, the author developed a management system of methods of scene importing and model property adding as for a component model of the surface features of the city. Such as model property edition, property entry, information requirement and so on are preliminary achieved by means of management system we designed.
