As the accelerating of urbanization, the prominent public security issues become more and more, such as the frequent city public incidents and emerging accidents and disasters. The present City Coalition Emergency Response System (CERS) has limitations to confront the new situation. Therefore, the research on the application of the computer technology and network technology to coalition emergency response system by means of intelligence technology has become the significant frontier project of city's security development in our country.This paper, based on the city emergency management theory and Multi-agent technology, found a feasible method for the efficient systems interoperability. The main contents and conclusions are as follows:Emergency response system architecture that based on the Multi-agent was proposed by employing distributed artificial intelligence problem solving approach and agent technology. The large-scale and complex emergency management was modeled by adapting intelligent agent technology. Thus the theory, method, technique and the emergency management and analysis technique of managing complex system were combined closely to achieve their strong coupling.The mold of Multi-agent distributed decision making that based on the linkage department synergy was established, in order to study the basic structure of each function of agent components and decision-making process of the model run. The Reviews research was made to the approach of decision and inference mold.The assessment of emergency synergy was of great importance to the construction of disaster management in City Emergency Response System (CERS). In this paper, the evaluation system of disaster synergy in CERS was established from both macro and micro aspects, which was extremely important to strengthen the capacity of the disaster management in CERS and improve government's emergency response capability. The research provided a new approach for the fourth-generation technology——the Agent technology to realize the modeling analysis of complex coalition emergency response system and laid the technological foundation for further study.
