International social parties before Copenhagen conference on climate change the differences of responsibility with debate, highlights the green economic responsibility research importance and urgency of the problem. This paper tries to explore the developed countries and developing countries in the green economy development process in the responsibility to solve its ownership of global climate change each country's commitment and block when problems plays a key role, and eventually for premise to develop green economic responsibility clear realistic meanings. Owing to historical and practical aspects of reason in developed countries, such as carbon abatement climate change issues need to take on more responsibility and take out feasible solution, and the developed countries in the capital and technology to give developing countries more help, and developing countries will according to its actual and global climate change make our due the objective situation and actions, and the responsibility in the global climate change management form a harmonious world atmosphere.This paper mainly divids into four chapters content. The first chapter of green economy mainly through the evolution and the connotation, basic characteristics and types of elaboration, comparison and analysis of green economy and traditional economic differences, and this paper points out on the traditional economic values of the criticism and deconstruction that developing green economic necessity and feasibility. The second chapter in Copenhagen conference by the responsibility triggered further explores the green economic development problem of responsibility and its problems, and further discussed the basis and divided responsibility classification principles. The third chapter discusses the green economic development and its responsibility, specific responsibility in the process of the evolution of green from economic responsibility, green political responsibility and environmental moral responsibility expatiates three aspects. The last chapter discusses developing green economic responsibility, and emphasized the realistic significance in developing countries have the right to fair development, which is this topic research mainly the starting point and the foothold.
