Study On Evaluation Of The Eco-province Construction In Anhui Province

Eco-province construction is the needs of implementing the sustainable development strategy, realizing coordinate development of economic, social, population, resources and environmental, active adapting to the trend of global economic and social development and improving the comprehensive competitiveness. According to the basic provincial conditions, Anhui provincial government proposed the construction of "eco-Anhui" as an important strategic decision, adapting international and domestic economic and social development situation. Eco-province construction is a complicated system, in order to hold the direction and effect of eco-province construction and guide eco-province construction in practice effectively, evaluation of sustainable development has become more important.Taking Anhui province as an example, evaluation of the eco-province construction has been studied and analyzed in this paper from the following aspects.(1) Based on the national reference system of eco-province and practical situation of Anhui, an index system for regional eco-province evaluation of Anhui has been established. The index system includes twenty indexes, which have been chosen from three systems of economy development, society progress and ecological environmental protection.(2) The weight of each evaluation index was confirmed by using variation coefficient method synthesized the results which was confirmed by the AHP and entropy.(3) In the paper, eco-province construction of Anhui has been evaluated by the principal component analysis method and BP-ANN from the year of 2002 to 2008. The results show that three systems of economy development, society progress and ecological environmental protection and eco-province construction situation was kept increasing year by year from 2002 to 2008, apart from the situation of ecological and environmental protection sub-system have a slight downward in 2003. The eco-province construction situation of 2007 has met or exceeded the target requirements of the first stage. (4) The eco-city construction of seventeen cities of Anhui has been evaluated by the principal component analysis method and BP-ANN in 2005. The results show that the difference of economic development in 17 cities was significant, which have influence on the eco-city construction. Environment and social progress were in good condition. Geographical location had significant effect on the eco-city construction. Ecological city construction level:the south of the Yangtze> between the Yangtze and Huaihe River> the north of the Huaihe River.(5)The results by two methods have been compared. The results of eco-province construction of Anhui from the year of 2002 to 2008 are consistent, the eco-province construction situation was increasing year by year. The ranking of eco-city construction situation level was different by two methods, then, the causes of the differences were analyzed. Compared with one method, using two methods was more comprehensive and accurate in the evaluation eco-province construction.
