Evaluation Of The Eco-province Construction Level

Eco-province construction is the practice of the sustainable development stratagem in provincial region. And, the eco-province construction was regarded as a beneficial exploration of the sustainable development. However, there was no available experiences and models, because of the short time of launching into eco-province construction in our country. So, some questions about eco-province were still at the stage of exploring, and there were still few researches about the quantitative analysis of the eco-province construction level.Based on the theory and the meaning of sustainable development and eco-province construction, this paper take Anhui province as an example. Through reading a large numble of references, this pape followed the structure principle to build the Anhui eco-province construction level evaluation index system, which comprised eighteen evaluation index selected from three aspects: the economic development, the resource and enviromental protection, and the social progress.In order to overcome the defect of using single method to confirm index weight, the weight of each sub-system was confirmed by the Analytical Hierarchy Process and the weight of each evaluation index was confirmed by the method of entropy. Thus, the ultimal weight of each evaluation was confirmed by synthesized the results which was confirmed by the Analytical Hierarchy Process and the method of entropy.This paper tries to make some improvement on the Grey Associative evaluation model, then, the Principle Component Analysis and the improved Grey Associative model was used respectively to evaluate the eco-province construction level in Anhui province. And, the result shows that the eco-province construction situation was improved year by year from 2002 to 2006. The present situation of three indexes, the energy consumption per-unit of GDP, and the ratio of protected region in nation territory, the number of days in which atmosphere quality reached the second-class standard, has achieved the aim of eco-province ahead of schedule. But the present situation of three indexes, the net income per peasant, the population nature growth rate, and the attainment rate of the source water quality of concentrative drinking water, were far below the aim of eco-province, which must be paid enough attention to in the following eco-province construction.
