This proposition under the background of global acceleration of the aging population increasingly been recognized.Back in the nineties of last century, Japanese Toy Association launched specifically designed toy for the visually impaired to use into a universal nature, and let visually impaired children and normal children can achieve to "universal-use toys". This advocacy reflects the core values of universal design--- "universal"(Design for all). In this study, as the visually impaired children for concerned object, first, gathered relevant literature on the Universal design and cognitive characteristics of the visually impaired individuals as basic theoretical for the research promotion. And into the Zhejiang Province school for the blind. Through the observation and study of visually impaired children living environment and education amusement machines, and understand their problems and needs. The research implementation is carried out into two stages. In the first stage, preliminary experiments, including three tests: cube test, bank card test, number test. The main purpose is to understand the cognitive characteristics of visually impaired children of material, number, Braille. In the second stage, expand the concept design. The case which invites the subjects to evaluation experiment.The process is recorded by a video camera in order to understand the specific difficulties and problems that the visually disabled may encounter.This study has concluded, although universal design can make up for the lack of consideration of product design, but faces of a number of design objects, differences of the user characteristic and other factors, need careful design considerations and user research.So promoting design by the approach of experimental propulsion and comparison checks. One by one confirmed as overall considerations. This study follow the seven principles of universal design, to seek out experimental methods which sufficient to achieve"universal-use"product design, and promote related product design development.
