The coal and rock outburst is one of the major disasters in coal mine. It means coal, rock and gas are flooding into the roadway or the work face in a very short period of time. The coal and the rock outburst is very great harm, and from time to time. Therefore, the establishment of safety production protection system, especially the scientific forecast of the coal and gas outburst and the coal and rock outburst, is very helpful to the healthy development of the coal industry.This paper highlights problems of coal and rock outburst, then in-depth study of the seismic monitoring technology, AutoCAD secondary development, Web GIS and SVG technologies. Proposed the theory of SVG transformation with SVG.Frist,the The system using micro-seismic monitoring systems which is produced by ESG company to collect downhole data.Second,the data will be calculated by digital elevation model interpolation algorithm.Then show the data on mine AutoCAD drawings,by AutoCAD second development technology,and show the risk areas.Finally translation of the drawing into SVG format to the network so that the staff and leadership to get information quickly and take measures to cope with it.The system can simulate the three-dimensional alarm point,work face and its associated roadway.The system has been put into use in Wangfenggang mine of Huainan Mining (Group) CO., LTD.. After the practice examination indicated, this system can accurately make timely underground hazardous area forecast. This system used AutoCAD drawings as background, so that the mine staff can more easily use the system. This system can guarantee safety in coal mines.
