In recent years, with the worsening of the ecological environment, natural disasters break out occasionally around the world. Two violent earthquakes attacked our country, caused immeasurable losses. Thus, these make the requirements of emergency logistic more higher for natural disasters. To make the losses caused by disasters to a minimum, meet the basic livelihood demands of people in disaster area, and complete efficiently rescue tasks, emergency materials delivery is of vital importance. But at a real disaster, emergency materials delivery will restrict the influence of all kinds of risks from different aspects and can't meet in time demands. During the building of emergency logistic system, how to control these risks must be considered fully. So the risk identification and analysis on emergency materials delivery is necessary, and this is the main content of the paper.Based on the review of former research, as well as considering the nature and characteristics of emergency materials delivery, the paper defines the emergency logistic delivery system and draws the e-EPC model illustration of it. Then, the paper applies the VFPE method to build the risk objectives system of emergency materials delivery, completes risk identification based on the process, through risk sources find risk events in 12 main functional activities of the proceed of emergency materials delivery, and get 70 risk events. Finally, the paper take our country's disasters for example, use risk matrix to analyze 30 important risk events from 70 risk events which often happen and can cause great harm, and then apply SSIM in the ISM method and the MICMAC method to analyze their driving power and dependence to others, get 14 key risk events, and then give some measures and suggestions for them. The author hope that the risk identification and analysis of this paper may serve as a reference for risk control and process improvement of the emergency logistic delivery system.
