Sound of the laws and regulations is to do the basicprotection of the ecological compensation, mandatory and binding; policyrefinement, flexibility and operability of the laws and regulations;funding is key to the implementation of ecological compensation, andpromote the implementation of the policy to implement; socialparticipation not only safeguard the interests of the masses, but also tosupervise the implementation of the policy.
