West China is the most important ecological barriers and water conservation for East China. That protecting the watershed ecological environment of west China should not only on its own strength, but also with the help of legislation and policy which set by the government. Watershed ecological compensation, as a watershed management mechanism, has important significance for alleviating the injustice and imbalance in upstream and downstream.Ecological Compensation has attracted considerable attention as an economic stimulation for promoting ecological resource management recently. To balance the economic development unfairness between up and downstream, in a manner, which cause by different administrative strength and range of environmental conservation, a new computing method of ecological service value was put forward, and it provide rationality of mechanism for watershed ecological compensation reference. Firstly, we used EKC and Gray System Theory to find out the relationship between ecological and economical factors. Secondly, we use one dimensional section controlling ideal models to compute the COD water environment capacity in selected scope, combine with the city’s pollutant emission and Gross Domestic Product, the COD water environment residual capacity and the ecological service value were calculated. The Chongzuo City stream segment, which belongs to Zuojiang river basin, was taken as study area to make case analysis. The COD water environment capacity and ecological service value in this area was counted. Finally, the compensation coefficient was determined by the condition of city’s wastewater discharge and economic development. This discovery illuminates the significant of constructing the mechanism of ecological compensation. And it could provide the long-term accordance of resource conservation and environmental management pattern for the official.
