In recent years,environmental protection has received more and more attention and attention from people.With the gradual advancement and widespread implementation of the construction of ecological civilization,water environmental problems have become a top priority.A good ecological environment is not only the basis of sustainable social development,but also the basis of people's health and happiness,or the best wealth we leave to future generations.A good battle for pollution prevention and control is to ensure development,health and happiness.However,problems in the field of water environment have not been cured for a long time,and water pollution problems have occurred frequently in various places.The management of the water environment has become an urgent problem to be solved.Therefore,how to construct a reasonable long-term mechanism for water pollution prevention and control to solve the problems of insufficient water treatment power,long-term water environment treatment,and frequent water pollution problems is particularly important,and it is also the most critical problem to be solved in this article.Analysis of the existing research results found that the problems of water pollution prevention and control focused on the lack of coordination between regions,unclear division of powers and responsibilities,and inadequate supervision.These problems are attributed to the imbalance between the subjects,the lack of social foundation and legal guarantees for governance,and the lack of continuous support for implementation,which have led to the phenomenon of impaired public interest,inefficient social governance,and crisis of government trust.Therefore,to establish a coupling and synergy mechanism for water pollution prevention and control,by digging up the common value among the coupling subjects,to inspire the fighting spirit of protecting the water environment together,let each subject perform its duties in the process of water pollution prevention and control,and form a joint governance force.Through the benign interaction between the government subsystem,the market subsystem and the social subsystem,under the support of the big data platform,the sustainable promotion of water pollution control can be achieved.This paper mainly include three aspects:First,in the context of the new era,combined with the current status,problems and causes of water pollution prevention and control in the Dongting Lake area,from the perspective of coupling and coordination,explore the multiple main body coupling mechanism of water pollution prevention The internal mechanism,mechanism construction and rational choice of the system provide reference and thinking for the systematic,holistic,scientific,and sustainable water pollution prevention;the second is different from the previous governance methods that put the perspective on the implementation process and governance results.From the perspective of the source,find the value of common interests between the various governance subjects in the process of water pollution prevention and control,and use the concept of coupling in physics to re-give a new mission to the multiple subjects of water pollution governance;third,the various subsystems form a united front,Cohesion of governance forces allows interaction,interdependence,and interconnection among various subjects to achieve benign interaction and positive coupling,thereby achieving long-term sustainability of water pollution prevention and control.
