Lack of resources and the depletion problem which is becoming increasingly apparent, contradictions between supply and demand of resources which is increasingly acute and pressure on the environment that is still grim and so on, the promblems force us to select the circular economy development model. From the point of circular economy development model at home and abroad, they are more research on the region, parks and enterprise levels, which usesd eco-industry, circular economy and low carbon economy theory to guide resource utilization in all levels. But current research and practice that is a gap, which is lack resources recycling system planning among the various levels. So, it makes the regions, parks and businesses lack effective communication in the resources circulation,and can not form a unified action so that hinder sthe optimal allocation of resources, restricts the efficiency of resource use.On the other hand, the current study also lacks effective method for system evaluation and optimization modelfor resource recycling system, which lack effective control and coordination of the common "language" in levels and increase difficult of the overall development. Therefore, it is indeed urgent to research the resources model system and improve its comprehensive level.This paper mainly adopts theoretical research and empirical research, combining qualitative and quantitative analysis. Article based on the theory of circular economy, domestic and international experience as technical support, introduced the achieving channels of three levels of resource utilization, and then built LMS resource recycling mode on the basis of small cycles in the enterprise model, the park in a cycle model and social model. Based on emergy theory, emergy analysis method, this paper established an index system of the LMS resource recycling mode. The index system included economic system, environmental system and social system, and designed the optimization model. Theoretically, if from number of cases that could give an evaluation of the performance standards of ecological value, then the gap of the performance value compared with the standard value will back to the park system level, enterprise level, it could analyze gaps or superiority of LMS resources recycling mode .Finally, as the "urban mining" resources for empirical analysis, this paper analyzes the level of waste recycling resources in the large mode, and introduced regional characteristics of industrial park models and different small models of resources roughing-deep-processing enterprises. Through calculation of the index system based on emergy analysis, paper analyzed the economic systems, environmental systems, social systems and eco-efficiency performance of the entire ecological system between the "urban mining" demonstration base construction before and after,and gived That: regional social systems was the best of eco-efficiency, because of gross output growth; And economic systems, The reason lies in the establishment of its technical capabilities match with the scale of recycling which help save inputs of non-renewable or renewable resources, the establishment of recycling network system also improves the "urban mining" resources, transportation and storage costs, labor costs. However, there were small changes in eco-efficiency environmental systems; this depends mainly on technological progress and capital investment, etc. to reduce the amount of waste emergy. Overall, the "urban mining" demonstration base construction will effectively improve the region's eco-efficiency, through the establishment of the recycling network, consolidate and support the development of recycling system,it have been conducive to more effective resource recycling, also conducive to full participation. But the goal of building the ideal base also had a gap, meanwhile, the local recycling of resources was not the core of the circular economy, development and growth potential required further excavation. It reflected the comparability and applicability of index system. This paper constructed the resources'circulation use mode in the large—medium—small cycle aspect.It was benefit system on issues of development and utilization of resources. Established based on the emergy analysis of resources recycling system evaluation index system, it was conducive to consistent standards to judge the level of the formation of resource recycling system. Proposed the optimization model to improve the ecological efficiency of resource recycling system, that provided feasible way to optimize eco-efficiency.
