The Study Of Circular Economy Development In Qingyang City Based On Emergy Theory

Since the 18Th -century Industrial Revolution, the resource and environmental crises have arisen, and the ecosystem services have degenerated. So, humans began to explore the relationships among resource-environment-economy and look for new development models. Industrial Ecology,'the science of sustainability', came into being. The main application of Industrial Ecology is Industrial Symbiosis (IS), which imitates the symbiosis of ecosystem. In China, Circular Economy (CE), the specific form of IS, draws much attention of the government, firms and public. There have already been great breakthroughs about its theory, practice, policy system and even models. However, the development of CE in China should be improved to a large extent.In this study, I summarize CE theory and emergy theory, and then propose the framework of CE development based on emergy theory and the assessment index of eco-economic system in the perspective of emergy structure, eco-efficiency, usage of waste, environment carrying state and sustainability, which are the theory basis for building up CE model.This study takes Qingyang City as the research area, which will be the regional energy center at the national level and the new growth pole of Gansu, analyzing the trends of emergy indices between 1978-2007 and even comparing the trends of the 8 sub-regions of Qingyang between 2000-2007. The results show that, the eco-economic system of Qingyang as the resource-output region, is in the urgent need to develop CE. In the perspective of emergy structure, there are two important tasks. One is how to achieve sustainable development of coal and oil industry, and the other is how to balance the emergy structure. In the eco-efficieny point, Qingyang is in the urgent need to transform the development model to ecologicalization relying on circular economy. In the perspective of waste usage and environment carrying state, there are two aspects of building the CE model, of which one is how to transform the waste to resources effectively and the other is how to utilize the local resources rationally. In the 8 sub-regions, Xifeng, showing the trend of unsustainable development, should be paid much attention to, while we should continue the rational development of Qingcheng, Zhengning, Ningxian, Heshui and Zhenyuan. However, backward are Huachi and Huanxian, where the resource utilization lies in the low level. As for the two regions, we should focus on how improving the resource utilization, regional development and living standards.Based on the emergy analysis, I build up the framework of CE model for Qingyang, and propose the regional system, industrial system, industrial park networks, supporting system and policy system for the development of CE. In the framework, I take coal-power industry and venous industry as cases to illustrate the building of industry system. In addition, Petrochemical Industrial Park in Xifeng and Export Demonstration Park in Yima are also discussed. At last, I build up the supporting system, including key technologies, infrastructure, emergy security, water-saving society, information platform, environmental protemction and restoration.
