With respect to the fast development of society and economies,the technology and equipment replacement of iron and steel smelting industry is becoming more frequent.And the resources and energy utilization rate of iron and steel smelting industry is higher and higher.With the enhancement of people's awareness of environmental protection,developing circular economy is the only way Handan Iron and Steel can win in the competition of iron and steel smelting industry.The main goal of circular economy metallurgical raw material base construction is the circular economy and clean production.However,the circular economy and clean production depend on the maximum utilization of resources and energy.The social responsibility of the iron and steel smelting enterprises is social wastes disposal.It will become an economy relaying on ecological resources circulation from the traditional linear growth economy which depends resources consume.From traditional iron and steel enterprises which is high pollution,high energy consumption,high cost to become a non-pollution,low energy consumption,high efficiency of modern steel enterprise.All measures will turn Handan Iron and Steel into an energy resource conservation and environment friendly metallurgical enterprise.Firstly,it analyzes the necessity,urgency and feasibility of building a recycling metallurgical raw materials base for Handan Iron and steel company,from the aspects of resources,environment,and the current domestic and international situation.The analysis results show that developing circular economy in Handan Iron and Steel is not only the requirements of national laws and regulations,but also the inevitable requirements of world trend and China's development direction.It makes us recognize the urgency of building circular metallurgical raw material base.Handan Iron and steel company have great advantages in the advanced management experience,main equipment and technology,regional development.Then,combining with the practical situation and advantages of Handan Iron and Steel,it put forward the optimization construction scheme of Handan Iron and steel raw materials base.Coke and active lime are the main products of Handan Iron and Steel raw material base.So this paper use analytic hierarchy process(AHP)and PEST analysis method respectively to select the type of lime kiln and coke oven.In accordance with the principles of resource and energy utilization maximization and pollutant harmless or recycling,the auxiliary projects of lime kiln and coke oven,such as Coking with social garbage waste plastics,CDQ waste heat power generation,reasonable utilization of coke oven gas,are designed.Finally,the second class fuzzy comprehensive evaluation model is built to evaluate circular economy developing level of Handan Iron and steel raw materials base.The evaluation result shows that the construction of Handan Iron and steel raw material base is in the 'improving circular economy' stage.Although the technical,economic,ecological and resource recycling aspects of this material base have reached domestic leading level,there is still a certain room for improvement.
