Environmental assessment decision support system (EA-DSS) was established through the study of Decision Support System and water environmental influence evaluation on Xinqiu Open-pit Coal Mine of Fuxin. On the basis of grey model system, a user-oriented computer language platform was adopted. Decision support system is combined by evaluation subsystems, in which has the merits such as simple interface, practically function, handy operation and high specification. It has realized a database of water quality data, which includes new building, inquiring and preserving, and functions of water environment quality assessment and prediction. The EA-DSS was applied to the underwater environmental influence evaluation of the Open-pit Coal Mine in Xinqiu, Fuxin. Evaluation result displayed serious pollution of the groundwater; it effected domestic water of the Residents around of the open-pit mine. It must be strengthen about prevention measures of the groundwater. The EA-DSS can shorten the time of environmental assessment and prediction work, and to raise the accuracy of the result. It has been proved to be advanced and feasible.
