With the rapid economic development, intensification of human activities,significant emissions of pollutants cause environmental pollution incidents increasedyear by year, a serious impact on ecological security. In order to prevent the adverseeffects on the environment of construction projects, and promote economic, social andenvironmental development, according to "The People’s Republic of China onEnvironmental Impact Assessment Law" and "Construction Project EnvironmentalProtection Management Regulations" requirement, the need for environmental impactof construction projects evaluation. However, in recent years, China’s environmentalsituation is not optimistic, groundwater pollution incidents showed a high trend,groundwater pollution related to the water supply of groundwater for the safety ofpeople’s lives. To this end, the Ministry of Environmental Protection in order tostandardize and guide the groundwater environment impact assessment work,requiring the "Technical Guidelines for Environmental Impact Assessment ofGroundwater Environment"(HJ610-2011) for groundwater on a construction projectEIA.Ningxia is located in arid and semi-arid areas of northwest China, is one of theserious shortage of water resource in China’s provinces. Groundwater resources are animportant part of water resources in Ningxia. Because water is limited, the fragileecological environment dependence on groundwater effect is significant. Ningxia isChina’s major coal energy base, a large number of coal power project located here, onthe topography of the region is hilly area, and mostly sand dunes covered by naturalgeographical and geological conditions of control, showing a unique arid northwestregion hydrogeological characteristics of semi-arid, poor source of groundwaterrecharge, hydrogeology partitions is not obvious. In addition, consider the power plantproject in the area of representativeness and universality, based on the groundwaterenvironment impact assessment of Zaoquan plant power, for example, on thegroundwater environment impact assessment of then explores its contents, methods,procedures, etc. By hydrogeological exploration, field investigation, environmental (groundwater)status monitoring, status evaluation, construction project environmental impactprediction and evaluation work showed that: The main types of site groundwaterweathered bedrock fissure water, water-bearing formation is mainly Triassicsandstone and siltstone aquifer permeability coefficient0.9479~2.1193m/d, unitwater inflow is0.16~0.18L/s m, rich water weaker. ash field area divided intotwo main types of groundwater, assessment Northern mainly Quaternary loose rockpore water, water-bearing formation Quaternary aeolian sand, assessment southernmainly weathered bedrock fissure water, aquifer rock group Jurassic sandstone andsiltstone. Groundwater assessment area are not satisfied "groundwater qualitystandards" in the class Ⅲstandard. Proposed project during construction, operationsand services in normal working conditions after the expiration less environmentalimpact on groundwater. Under accident conditions, diesel and liquid ammonia leakageof groundwater around the site will have some impact, fluoride groundwater aroundthe ash field will have some impact on the environment. The adoption of effectivemeasures and improved seepage monitoring and emergency treatment plan, you caneffectively discover and prevent this effect, the influence of groundwaterenvironmental capacity can be reduced to an acceptable level. From the point of viewof the environmental impact of groundwater, the groundwater in the adopted strictenvironmental protection measures, the construction of the project is feasible.Technical Guidelines for the groundwater in the power plant project applicationprocess exists some technical difficulties, this article from the construction projectevaluation classification, groundwater quality status evaluation as well ashydrogeological conditions, evaluation model and boundary determine other aspectsof the issues were discussed, and put forward some countermeasures.
