With the accelerated process of city modernization, rural urbanization and infrastructure construction in recent years, a large number of construction materials were consumed. In the meanwhile, a mass of construction waste were generated due to demolishing or rebuilding of overage buildings, structures or infrastructures. Both exploitation of construction material and landfill of construction waste all raise serious environmental pollution. The essay analyses environmental performance of regenerate construction waste.More specifically, based on the domestic and foreign research data and literature, the essay analyses the physical properties, mechanical properties and durability of main construction waste constituent along with its re-production by adopting principal components analytic method. In addition, both qualitative and quantitative environmental impact are analyzed in the stage of mining, producing and recycling according to domestic and foreign data together with LCA evaluation theory, aiming to make people aware of the advantage of recycling construction waste in environmental protection. It established the research framework of ecological environmental costs accounting system through referring to the cost calculation model of environmental costs and taking sustainable development theory, the total cost theory, boundary opportunity cost theory and environmental costs calculation theory of SEEA accounting system as the methodological foundation. It also measured the environmental pollution loss on currency.Lastly, by taking the example of Qingdao, the essay comparatively analyses the environmental and ecological cost between producing construction materials and recycling construction waste with the use of the estimate method. The result indicates that energy can be saved and waste emissions will be reduced through recycling construction waste. Correspondingly, environmental and ecological environmental costs could be saved significantly, which consists with sustainable development policies.
