| Wetland, a unique ecosystem,is playing an important role on our earth which together with forest and ocean are in the same degree.It is called〝Earth's Kidney〞,〝Bird Paradise〞,〝Species Gene Reserve〞,〝Biological Supermarket〞and so forth.China have all kinds of wetland resource almost,the total area ranks first in Asia and fourth in the world.Meanwhile,west China's wetland occupied more than half of the whole country. After the Developing Strategy in West,a great many of wetland natural reserves and wetland parks had been constructed.And,some provinces,cities and autonomous prefectures had been promulgated local laws and regulations,then implement them.These factors were beneficial to wetland protection and wetland resource management,however, wetland is getting smaller and its function flagging in fact.This paper adopts various research methods such as literature survey, empirical study, comparative analysis, case analysis etc.This article is aiming at wetland ecological system protecting and national ecological safety maintaining.Because of its model function and radiation effect extremely,especially in local legislation and resource management on wetland protection,I took Shaanxi province and Sichuan province for example.The author conclude and summarize the legal institution and the success case on wetland protection personally,then estimate and analysis them between China and foreign countries,for instance,the U.S.A.,Holland,east-central China,Japan〝Lake Biwa mode〞,Hangzhou〝Xi'xi mode〞and so on.Accordingly,the author offering many relevant legislative proposals,for example, establish legislative coordination system,occupy-supply balance system,zoological water supplyment system etc.These are the achievement ultimately which I had researched.At last,the author combine wetland protection with wetland resource management in practice,moreover,put forward a lot of constructive measures and methods in hope that can solve the problems on wetland protecting in China West. |
