It urges specialized laws and regulations for protecting and utilizing the wetland resource.The requirement of the water resource due to development of industry and agriculture is the dominate factor that causes wetland destruction in Shaanxi province. I To protect the wetland resources, Shaanxi province issues a series of implementation measures, rules and local regulation. These rules and the regulations promulgated by the government play an important role in wetland protection, But it has some limitations that needs further improvement. In this thesis, domestic and international legislation has been investigated firstly,,on the basis of investigation, loopholes of wetlands protection legislation in Shaanxi Province are figured out and finally suggestions to consummate legislation of wetland protection are proposed to revise these loopholesWetlands are also of ecological value, economic value and social value.
