Our Charging System Research

Sewage charge system is one of China's basic systems in environmental management. It is also a primary economic measure for pollution prevention and control. Thanks to more than three decades from probation, enforcement to improvement, sewage charge boasts one of the most operational and most effective environmental protection systems.Since its enforcement on 1970s, the defects of sewage charge on legislation level and the system itself have become increasingly distinct, and this makes it very pressing to introduce sewage levy system, a more scientific, more stringent and more standard system though it is still essential to keep the sewage charge system.Taking environmental protection and realization of sustainable economic development as background, this dissertation will introduce the establishment and development of sewage charge system of China, analyze practical experience of sewage levy in developed countries with combine to current China's national status and existing problems, to provide reasonable suggestions to upgrade China's sewage levy system.
