In view of present coal mine safety management and based on modern safety science theory and practice research, this paper proposed multi-source risk information integration technique and new early-warning methods. Through calculating and analyzing accident death and researching on accident mode theory, this paper talked about hazards, hidden danger and human error management and control methods. Coal mine risk management and control was a unified whole, which various safety information should be integrated into the same platform, realizing multi-source information integration and data share, in order to provide concrete information support. Then this paper presented heterogeneous system data, safety production scheduling and GSM mobile communication network integration methods. By use of computer network technology, coal mine safety inspection, daily leadership shift and safety production scheduling meetings should be integrated into the safety integrity network system so as to realize management informatization of safety production scheduling. Proposed a dynamic method of computer network early-warning combined with SMS alerts, in order to solve the problem of present early-warning methods, which was simple and not timely. The new early-warning method could realize that managers at all levels were notified immediately major risk occurred, and then big problems were addressed and solved timely, and therefore less accident danger happened. In terms of overall safety situation of coal mine, proposed a comprehensive safety early-warning model of coal mine, based on BP neural network and the d-s evidence theory. By combining risk dynamic early-warning with comprehensive safety early-warning, more reliability and validity could be achieved and automation and intelligent level of early-warning could be improved. Researched on risk and major production accidents classification method, and then gave the measures corresponding to different scenarios, to take timely and accurate implementation of control measures for accident prevention. According to all the research, an integrated coal mine risk management and early-warning system was developed by using ASP,.NET and SQL Server 2000 technology. This paper detailed the function and applications of the system. Through actual operation in Getting coal mine, management and information processing related to information technology and automation level were improved, along with timely and accurate computer networks early-warning and SMS alerts and also safety control measures optimization, which could provide scientific basis for coal mine safety production and safety decisions.
